The DfT work to improve transport services in many ways. They set policy framework through legislation and regulation, through funding services, by supporting investment in infrastructure and by influencing people's behaviour. Often they work through other organisations, such as local authorities, other government departments, public bodies and the private sector. They also work with the European Commission and other member states on many transport issues as well as internationally - with the International Civil Aviation Organisation and the International Maritime Organisation. Looking at transport as a whole, they match solutions to specific problems by assessing all the options. They employ around 13,000 staff, nearly 90% of whom work in six executives agencies such as the DVLA, the Highways Agency and the Maritime and Coastguard Agency.
